Terms of Reference Project: MESO 2- Multipliers Empowered for Strategic Opportunity PN: Subject: Media Consultant Duration: Two Month 1. Background Information: The Community Organization for Development and Empowerment-TCODE-INITIATE is a Nongovernmental, nonprofit, youth-oriented organization based in Lebanon and dedicated to assisting vulnerable communities through youth inclusion and empowerment. While keeping youth at its focus of its mission, TCODE-INITIATE continually endeavors in creating comprehensive and inclusive programs aimed towards the empowerment of youth, and its concentric circles of influence. In the process of delivering its Mission TCODE-INITIATE aspires to keeping its status as a hub for youth allowing them to: access a safe space, and acquire knowledge and access to a network of social and political influencers enhancing their social participation in decision making processes. Under the ‘MESO 2- Multipliers Empowered for Strategic Opportunity’ project, and in partnership with GIZ, TCODE-INITIATE is aiming to create under MESO project opputonuties to support Social Measures in order to increase the economic income of the youth group and ensure their social role and participation. This project will build on the experiences and lessons learned of the PART I program, specifically MESO (Multipliers Empowered for Strategic Opportunity). Under MESO project we previously supported general initiatives which were economic, socio-economic, or social initiatives with different purposes to enhance social participations as such we learned that it is better to support Social Measures in order to increase the economic income of the youth group and ensure their social role and participation. Also under the previous project the support for some groups was solely for economic initiatives which were initially formed for the purpose of implementing the proposed initiatives and had only an economic purpose. At the same time some existing groups were left behind in which are in need for support that can be classified as internal capacities in order to enhance their social participation. Along that there are the lessons learned through working with Palestinian youth activists which also resulted that working with individuals is not the ideal approach in increasing social participation. Adding to the direct effect of the economic situation on youth in specific, men who are burdened with the responsibilities as the middle east society relies on men for securing the economics and finances of the family. Under this current situation they are forced either to immigrate in order to secure a living, or receive financial support from leaders and people of power in the society which affects their social participation and their active role. Based on the listed lessons and Initiate’s vision (Empowering Youth for safeguarded community) the project will aim at enhancing Social Measures to reduce conflict. The first level of intervention focuses on increasing the internal capacity of the organization’s staff who were already trained and have different skills and capacities which aligns with community’s needs. As internal organizational development of Initiate would strengthen the organization’s role in overseeing the target groups and be more responsive to their needs for the current trained group, and for future groups and partners. In particular, to institutionalize the concept of Leave No-One Behind (LNOB) in its approach and strategy. It also seeks to train the team based on needs identified through specialized trainings were an end outcome guiding manual and handbook to be produced and followed in overseeing the targeted social measures groups within this project and for future use as well. This means that staff will receive capacity-building trainings based on the internal assessment conducted at the beginning of the project. The second level of intervention will target established youth groups in the targeted communities, in order to bring them together. Youth groups that will work closely on exchanging knowledge, experiences and skills. The targeted groups would be receiving soft skills trainings on two levels; trainings provided by Initiate’s trained staff to increase social measures based on the produced guiding manual and handbook. The purpose is to build their capacities and empower them to assess the gabs and in-secured economic situation within their groups/ organization. As addressing gaps would ensure stability would enhance active participation in the society. The second level of trainings would be provided by Youth mentors we will coordinate with. Also, the youth groups will be meeting with beneficiaries targeted in initiatives under the previous project in an information sharing session on lessons learned and experiences. At last, on the third level of the project would be after the completion of the training cycle to implement the social participation measures (internal capacity building, economic support, etc.) suggested by the trained representatives of the groups to be supported by INITIATE either for internal capacity or implementation of a social measures. This project is to be considered as a pilot first phase for MESO-2, the project is to be implemented over the course of 15 months in which it includes 2 months of mapping preparatory phase for utilizing the existing community youth groups, including people with disabilities. In addition to setting an actual implementation work plan, M&E plan, and preparing reporting tools, and hiring staff as needed. The project is to be reviewed based on the reporting, evaluation, and lessons learned to enhance and make the needed changes after the project pilot phase is concluded. 2. Purpose of the Contract: The Media Consultant will provide a training on Media Production and Editing. 3. Tasks: 1. Encourage teamwork: Emphasize the importance of collaboration and effective communication within the team. 2. Stay updated: Keep the team informed about the latest trends, technologies, and techniques in media production. 3. Foster creativity: Encourage team members to think outside the box and explore innovative approaches to storytelling. 4. Time management: Teach the team how to effectively manage their time and prioritize tasks to meet deadlines. 5. Storytelling techniques: Teach the team different storytelling methods like narrative structures, character development, and emotional arcs. 6. Cinematography basics: Cover topics such as framing, composition, lighting, and camera movements to enhance visual storytelling. 7. Sound design: Explore the importance of sound in videos, including capturing high-quality audio, using music and sound effects effectively, and audio editing techniques. 8. Editing skills: Train the team on video editing software, techniques for seamless cuts, transitions, color correction, and adding graphics or text overlays. 6. Pre-production planning: Emphasize the significance of pre-production, including scriptwriting, storyboarding, location scouting, and creating shot lists. 7. Post-production workflows: Teach the team about organizing media files, efficient editing workflows, and exporting videos in various formats for different platforms. 8. Equipment and gear: Familiarize the team with different camera types, lenses, microphones, and other essential equipment for capturing high-quality footage. 9. How to do Live Streaming. 4. Mode of Payments • One Payment to be done upon receiving all the deliverables mentioned in the contract. 5. Timeframe: The contracting party is expected to provide his services in the period of Two Month. 6. Conditions and Management The contracts for all personnel are made by INITIATE according to its rules and regulations. The contractor will report to the Senior Program Manager. The Organization management retains the right to suspend payment on non-compliance of terms or in the event of poor-quality work. These decisions will not be taken arbitrarily but in consultation with all relevant stakeholders.

  1. Background Information on MESO:

The target areas are mainly Beirut, North, and South camps and gatherings with a possibility of expanding to Bekaa region if needed. Healthcare services and vaccination are provided at UNRWA health clinics distributed across the country. The project in collaboration with LPDC and UNDP is planning to rehabilitate four (4) UNRWA clinics to facilitate the access to vaccination and to improve the quality of services.   In this context, the project is in need of two (2) Interior Designers to design the layout of the 4 UNRWA clinics selected (Rashidiyeh/South Lebanon; Ein El Helwe/Saida; Burj Barajni/Beirut; Beddawi/North Lebanon). One Interior Designer will cover 2 clinics at Rashidiyeh Camp / Tyre and Ein El Helwe Camp/Saida while the other Interior Designer will cover the 2 remaining clinics at Burj Barajni Camp/ Beirut and Beddawi Camp/ North Lebanon.    
  1. Purpose of the Contract:
  The Interior Designers will design the architectural layout of the 4 clinics (2 clinics per designer).  
  1. Tasks:
  The Interior Designers will perform the following tasks:
  • Outline client design objectives.
  • Conceptualize and sketch design plans.
  • Set a timeline for the completion of an interior design project.
  • Source materials and products included in plans.
  • Create 3D renders to sample your design vision.
  • Utilize computer applications in the design process.

Multipliers Empowered for Strategic Opportunities-MESO is a project implemented by INITIATE in partnership with the GIZ project; Strengthening the influence of Palestinian refugees on their living condition (PART)

This project aims to enhance the social participation of different marginalized groups, mainly from refugee camps and gathering. Youth and women will be empowered to engage in and lead the decision-making processes through establishing organization of the multiplier groups in the various localities, providing them with opportunities to influence local governance system and the host government and be enabled to contribute to information of public policies that have youth and women in mind. The most marginalized groups will then be able to advance pressing social issues, such as domestic violence, asymmetry of access, human rights violations, youth exclusion and discrimination, mainly against women, through carrying out public debates, town hall meetings and weekend solutions. This process will value the participation of women and encourage their active engagement in networks locally, nationally and internationally.

PART(MEO) is a GIZ program commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), and implemented in partnership with INITIATE.

INITIATE Is a non-governmental, non-political, and non-profit organization that aims at working with communities in Lebanon. Furthermore, we aim to create an environment in which women and youth live in dignity and develop joint acting platforms among communities in Lebanon.

Initiate is looking to hire five field coordinators as part of 1001 nights project funded by the Regional Development and Protection Program. The coordinators  will cover Bekaa (1), Beirut (1), Saida (1), North (1), and Tyre (1).

Main Tasks

  • Support in the identification of partner organizations in the target area and in the outreach.
  • Build a strong relationship with local partners and youth target groups and represent the project before the partners when required
  • Act as focal point for partners and all partner NGOs, as well as other relevant stakeholders and municipalities;
  • Support implementation of the project and assist in all necessary logistics, oversee and manage all field activities including placement, workshops, trainings, events, etc.
  • Conduct regular visits to partner NGOs, Safe Spaces, or Public and Semi Public schools
  • Monitor the implementation and progress in the field and ensure that activities implemented are in line with approved plans and agreed indicators
  • Manage and coordinate local and field visits for project manager or any concerned parties;

Initiate is looking to hire a Senior field coordinator as part of 1001 nights project funded by the Regional Development and Protection Program.

Main Tasks

  • The Senior Field Coordinator will manage the implementation and coordination of the designated field projects, liaise with local partners to prioritize needs, develop concepts and activities to address information needs and essential service provision.
  • Support the Programme Manager and programme team in planning and implementing project activities to meet project deliverables based on timeline and scope agreed with the donor;
  • Provide day-to-day support and coordination, including administrative, financial and logistical support. Troubleshoot any administrative problems and report any challenges or bottlenecks to Programme Manager;
  • Participate in team planning and coordination meetings and trainings;

Logistics Assistant

1001 Nights Project - RDPP

  1. Background Information

The European Regional Development and Protection Program (RDPP) was launched in 2014 as a multi-donor European initiative combining humanitarian and development funds to support Lebanon. Its strategic objective is to ensure vulnerable communities access their rights, are safe, self-reliant.

Following phase I of the program which was implemented through 45 strategic and innovative partnerships in the region, a second phase of the RDPP has been initiated to run from October 2018 until December 2021. RDPP phase II is supported by the Czech Republic, Denmark, the European Union, Ireland and Switzerland.

The 1001 Nights life skills and Civic Education Program, developed by Big Bad Boo Studio, is a multi- platform educational entertainment program that uses cartoon to teach 7-12-year old children life skill and civic values, including non-violence, inclusion, human rights, democracy, gender equality and the rule of law, in formal and informal learning environments. It’s also used to provide children in conflict with PSS, to promote social cohesion in vulnerable communities and to build resilience amongst vulnerable children as a tool to prevent violent extremism.  

  1. Purpose of the Employment

We are looking for a thorough and physically strong logistics Assistant to coordinate withsupervisor in receiving, packing, archiving, transporting and delivering goods and documents according to office and project’s needs.

The Logistics Assistant will be assessing the Procurement Officer in procurement process, completing relevant documentation and other office requirements like purchasing and maintenance. And undertaking tasks requiring journeys outside of the office, in addition to transporting team for field, meetings or workshops related to project’s activities.

  1. Responsibilities and Tasks:

The Logistic Assistant has to ensure and support the logistics activities of INITIATE projects and Programs in Lebanon.

  • Procurements
  1. Collect and send invoices to appropriate department
  2. To supply items/materials according to the requests and orders from his supervisor.
  3. To use INITIATE procurement’s procedures according to procurement policy.
  4. To identify and select suppliers according to Procurement Officer recommendation.
  5. To order items if requested
  6. To control quality and quantity
  7. Manage the distribution plan for 1001-night project and make sure the curriculum reaches all the partners
  8. Manage the store of the materials.
  9. Support and manage the transportation plans
  • Archiving
  1. To archive and centralize logistic files
  2. To gather archives from programs (with Supervisor support)
  3. To ship the archives, documents, materials, equipment or other stuff.
  • Cars and transportation
  1. To ensure the good respect of INITIATE’s transportation procedures and vehicles maintenance.
  2. Check that the vehicle log books are in place and are used correctly Monitor the use of vehicles (consumption and mileage, damages, administrative documents)
  3. Provide items and materials from the supplier to the requester (including to the field if needed). Mostly for mission’s orders, could be done also for program if requested as a support from Project Manager. 
  4. Prepare and complete orders for delivery or pickup according to schedule (pack, ship, deliver)
  • Inventory
  1. To follow up assets inventory.
  2. Maintain an updated inventory.
  3. Perform inventory controls and keep quality standards high for audits.
  4. Report on equipment’s list periodically.
  5. Check physically the equipment periodically and update the related list.
  6. Draw up a list of needs and manage the stock of maintenance items and consumables. 
  7. Look after all material of furniture on the office, carry out minor maintenance and repair work as well as improvements to office premises. 
  8. Follow up the rents (office and store) and fees (internet, electricity, water…for office and flat) payments and follow up of the office/flat maintenance (repairs, paintings…)
     
  9.  Coordination
  1. To link with the operation team, communicate and cooperate with supervisors and coworkers.
  2. Participate and contribute to team meetings and workshops and provide support in relation to the projects implemented by INITIATE.
  •  Security
  1. Share security information with the team.
  2. Follow up the security equipment management.
  3. To understand and obey traffic law and regulations.
  • Other Tasks

  2. Ensure that key program staff in the organization are trained on support functions policies and procedures;
  3. Responsible for the improvement and consolidation of the support functions;
  4. Participate and contribute to team meetings and provide up-to-date analysis of achievement of procurement and staffing plans and other support in relation to the projects implemented by INITIATE;
  5. Ensure that the scale and capacity of the support functions is appropriate to the level of project activity;
  6. Provide monthly and ad hoc reports on the support functions to the General Director and project coordinator
  7. Ensure that data storage (physical and electronic) is secure and that beneficiaries’ records and financial data is adequately protected. 

Specific responsibilities

  • Ensure compliance with donor regulations according to funding for the Projects.
  • Implement internal processes and employee and learning objectives and initiatives set out in the annual Plan of Action;
  • Ensure support function input is provided at project development stage, with the development of procurement and staffing plans to support the implementation of new projects in the area;
  • Provide input for improvements/updates to existing policies and procedures and recommendations for new guidance and SOPs.

Critical interfaces

By interfaces, INITATE means processes and projects that are interlinked with other departments/units, projects or persons. Relevant interfaces for this position are:

  • Work closely with GENERAL DIRECTOR and Program Manager to ensure proper implementation of the day to day support function work;
  • Coordinate and work closely with the Donor Administration focal point;
  • Coordinate closely with Project Managers and Staff to ensure proper communications and work between program and support functions

Assists in and/or carry out other project activities and other tasks as assigned

  1. Background Information

Strengthening the influence of Palestinian refugees on their living conditions (PART)

The project is part of the Supporting Palestinian Refugees (SPR) Program that is implemented in Gaza, Jordan, Lebanon and the West Bank. It contributes to the Program's objective (to improve the living conditions of Palestinian refugees in the region) by the strengthen the influence of Palestinian refugees for improving their living conditions in a protracted violent conflict on individual and structural level

The project is based on the previous experiences of the project "Strengthening the Social Participation of Palestinian Refugees” (FASPAR)”, which was completed by February 2019, the SFF measure "Strengthening Psychosocial Support Structures for Palestinian Refugees" completed at the end of 2017 (PSSP) and the "Regional Social and Cultural Fund" completed in 2014.

  1. Purpose of the employment agreement

The Accountant will be responsible for all the project financial and accounting work.

  1. Tasks
  2. Review, arrange payment and record all the project expenditure’s vouchers in accordance with financial regulations of INITIATE.
  3. Prepare quarterly financial forecasts and requests for advancement of funds.
  4. In-coordination with Project Officer to review and revise the project budget when required and periodically.
  5. File all financial documents and prepare periodic and ad hoc financial reports
  6. Prepare budget estimates for all project activities, trainings, workshops and seminar.
  7. Provide guidance and update other project staff on financial and accounting procedures and regulations.
  8. Ensure adherence to INITIATE’s HR management, AR & AP, Procurement, Cash management and financial management policies and procedures in all processes and projects.
  9. Follow up day to day operations of the support functions;
  10. Participate and contribute to team meetings.
  11. Ensure that data storage (physical and electronic) is secure and that beneficiaries’ records and financial data is adequately protected. 
  1. Interact on a frequent basis with colleagues and external partners
  2. Database maintenance.
  3. Preparation of all necessary documentation, implementation of follow-up actions.
  4. Support coordination of project activities.
  5. Support in administration and finance.
  6. Support in logistic management and procurement.
  7. Assists in and/or carry out other project activities and other tasks as assigned

The Accountant is obliged to come up with:

  1.  Monthly report (financial report)
  2. Back up all the documents (hard and soft copies)
  3. Timesheet

1001 Nights Project - RDPP

  1. Background Information

The European Regional Development and Protection Program (RDPP) was launched in 2014 as a multi-donor European initiative combining humanitarian and development funds to support Lebanon. Its strategic objective is to ensure vulnerable communities access their rights, are safe, self-reliant.

Following phase I of the program which was implemented through 45 strategic and innovative partnerships in the region, a second phase of the RDPP has been initiated to run from October 2018 until December 2021. RDPP phase II is supported by the Czech Republic, Denmark, the European Union, Ireland and Switzerland.

The 1001 Nights life skills and Civic Education Program, developed by Big Bad Boo Studio, is a multi- platform educational entertainment program that uses cartoon to teach 7-12-year old children life skill and civic values, including non-violence, inclusion, human rights, democracy, gender equality and the rule of law, in formal and informal learning environments. It’s also used to provide children in conflict with PSS, to promote social cohesion in vulnerable communities and to build resilience amongst vulnerable children as a tool to prevent violent extremism.  

  1. Purpose of the Employment

The role of a program Manager is to act as coordinator for an organization’s projects.

The Program Manager supervise and organize activities and ensure that project goals align with the organization’s objectives.

  1. Responsibilities and Tasks:
  2. Managing staff and overseeing the day-to-day activities of the 1001 Nights project related to the management and implementation of the Project, including procurement, project monitoring and evaluation, progress reporting, leading staff of the 1001 Nights project.
  3. Overall supervision of project activities and arrange for public consultations as required.
  4. Participate and represent the organization in meetings.
  5. Draft Terms of References and management of local and foreign consultants, monitoring progress on deliverables under those contracts and providing feedback as necessary, and coordination of the work of the consultants consistent with the overall project implementation plan.
  6. Undertake external high-level communication.
  7. Prepare, or as appropriate supervise the preparation of, progress reports, annual reports, project completion report and other reports that may be required by the stakeholders.
  8. Prepare, or as appropriate supervise the preparation of, annual work plans and budgets.
  9. Supervise staff in the performance of their respective duties and ensure the efficient functioning of the unit and ensure that clear working arrangements are established for collaborating with financial, accounting and procurement matters.
  10. Participate in building and implementing the detailed concept and approaches as part of the overall framework and methodology of 1001 Nights project.
  11. Lead the development of work plans, workshops and periodical work sessions and meetings for the team members of the project to clarify the project's objective and methodology.
  12. Identify implementation arrangements and needed resources to implement the project and ensure proper management of funds, including accounting, financial control and audit procedures acceptable to the policies as well as the procurement of goods, works and services in accordance with the Community Organization for Development and Empowerment guidelines including submission of annual financial audit to the RDPP.
  13. The Project Manager will report directly to the General Director, which will facilitate resolution of any internal delays to implementation.
