       I.          Background

As part of INITIATE’s Emergency Services for Crisis-Affected Populations in Lebanon, we invite partners to submit offers for the procurement and distribution of daily hot meals to Internally Displaced Persons (IDPs) in shelters and outside shelters. This initiative aims to address the urgent food needs of crisis-affected populations while ensuring high standards of quality, safety, and efficiency.

     II.          Scope of Work

Selected partners will be responsible for:
  • Provision of Hot Meals: Daily provision of nutritious hot meals for IDPs based on the agreed quantity and duration.
  • Meal Packaging: Packaging meals according to established hygiene and safety standards.
  • Distribution Logistics: Delivering meals to designated shelters and locations outside shelters as per the provided schedule.
  • Demographic Data Management: Collecting and providing demographic data of beneficiaries, including distribution lists and contact information for Post-Distribution Monitoring (PDM).
  • Compliance: Adhering to quality, hygiene, and culturally appropriate dietary standards, including accommodation for specific dietary needs and allergies.
  • Monitoring and Reporting: Regular submission of progress updates, including weekly distribution reports.

    III.          Key Requirements

  • Staffing: Provision of trained personnel for meal preparation, packaging, and distribution.
  • Logistics and Contingency Planning: Ensuring reliable transportation for meal delivery and readiness for unforeseen challenges such as supply delays or security issues.
  • Financial Accountability: Transparent financial reporting and adherence to payment terms.
  • Data Privacy: Protecting the privacy and confidentiality of beneficiary information in compliance with data protection regulations.

   IV.          Eligibility Criteria

Interested parties must meet the following criteria:
  • Proven experience in food service provision, including large-scale meal distribution.
  • Capacity to manage logistics and comply with hygiene and safety standards.
  • Ability to accommodate specific dietary needs and cultural preferences.
  • Demonstrated financial and operational accountability.

     V.          Payment Terms

Payments will be made in two installments:
  • First Payment: After agreement signing and provision of the first set of meals, with submission of relevant bills.
  • Second Payment: Upon receipt of invoices, deliverables, and all required documentation.

   VI.          Submission Requirements

Interested organizations must submit the following:
  • Proposal outlining costs per meal and other associated expenses, including logistical, staffing, etc.
 

  VII.          Locations of Operations

We are looking for partners to cover hot-meals distribution in different areas including South, North, and Beirut Area.

Project: Increasing Resilience of Crisis Affected Women and Girls in Tyre (Sour) through comprehensive Livelihood and Protection Services. 1.Objective: The Chef Consultant will play a vital role in training and overseeing the work of Cash for Work (CFW) individuals in the community kitchen. 4. Qualifications:
  • Professional chef with formal training in culinary arts.
  • At least 5 years of experience in culinary management, preferably in a large-scale kitchen or catering setting.
  • Strong knowledge of food safety and hygiene standards.
  • Experience in training and mentoring staff.
  • Fluency in English and Arabic.
  • Experience working with vulnerable populations.
5. Reporting
  • Report to the kitchen manager.
  • Provide regular updates on kitchen operations and staff performance.
6. Coordination
  • Coordinate closely with the Project Coordinator, kitchen staff, and other project staff.
  • Collaborate with kitchen staff to ensure smooth operation.
Duration and Location:
  • Part-time position, a 9-month contract position based in Tyre, Lebanon.

Project Title: Strengthening MESO and MICRO Organizations and Influencers’ Capacity for Communication and Collaboration to Effectively Promote and Advocate for Palestinian Rights in Lebanon.  
  1. Background:
The Community Organization for Development and Empowerment-INITIATE is a Nongovernmental, nonprofit, youth-oriented organization based in Lebanon and dedicated to assisting vulnerable communities through youth inclusion and empowerment. While keeping youth at its focus of its mission, TCODE-INITIATE continually endeavors in creating comprehensive and inclusive programs aimed towards the empowerment of youth, and its concentric circles of influence. - Develop a user-friendly Android and iOS application that allows users to easily search and locate influencers, NGOs, and groups promoting Palestinian rights in Lebanon. - Design the application interface to be intuitive and divided into categories for easy navigation, including geographical divisions and search functionalities. - Incorporate push notification features into the application to enable INITIATE to send news and updates directly to users. - Ensure the accuracy and reliability of information provided within the application through regular updates and verification processes. - Conduct user testing to gather feedback and make necessary adjustments to improve the functionality and usability of the application. - Provide documentation and training materials to facilitate the handover of the application to INITIATE upon completion of the project.  
  1. Qualifications:
- Demonstrated experience in mobile application development, with a portfolio showcasing successful projects on both Android and iOS platforms. - Proficiency in app development languages such as Java (for Android) and Swift (for iOS), as well as experience with relevant development frameworks and tools. - Strong understanding of user experience (UX) and user interface (UI) design principles, with the ability to create intuitive and visually appealing interfaces. - Experience integrating push notification functionalities into mobile applications, preferably using Firebase Cloud Messaging or similar platforms. - Fluency in English required; proficiency in Arabic is an advantage.

- Minimum 5 years of experience conducting situational analyses in conflict-affected areas, with expertise in conflict analysis methodologies, including agency, structure, and culture. - Strong analytical and research skills, with the ability to interpret complex dynamics and identify leverage points for intervention. - Excellent communication and report writing skills to effectively convey findings and recommendations. - Familiarity with the Palestinian context and dynamics of the Israeli-Palestinian conflict, including understanding of macro, meso, and micro-level dynamics. - Fluency in English and Arabic required.

While keeping youth at its focus of its mission, TCODE-INITIATE continually endeavors in creating comprehensive and inclusive programs aimed towards the empowerment of youth, and its concentric circles of influence. In the process of delivering its Mission TCODE-INITIATE aspires to keeping its status as a hub for youth allowing them to: access a safe space, and acquire knowledge and access to a network of social and political influencers enhancing their social participation in decision making processes. Under the ‘MESO 2- Multipliers Empowered for Strategic Opportunity’ project, and in partnership with GIZ, TCODE-INITIATE is aiming to create under MESO project opputonuties to support Social Measures in order to increase the economic income of the youth group and ensure their social role and participation. This project will build on the experiences and lessons learned of the PART I program, specifically MESO (Multipliers Empowered for Strategic Opportunity). Under MESO project we previously supported general initiatives which were economic, socio-economic, or social initiatives with different purposes to enhance social participations as such we learned that it is better to support Social Measures in order to increase the economic income of the youth group and ensure their social role and participation. Also under the previous project the support for some groups was solely for economic initiatives which were initially formed for the purpose of implementing the proposed initiatives and had only an economic purpose. At the same time some existing groups were left behind in which are in need for support that can be classified as internal capacities in order to enhance their social participation. Along that there are the lessons learned through working with Palestinian youth activists which also resulted that working with individuals is not the ideal approach in increasing social participation. Adding to the direct effect of the economic situation on youth in specific, men who are burdened with the responsibilities as the middle east society relies on men for securing the economics and finances of the family. Under this current situation they are forced either to immigrate in order to secure a living, or receive financial support from leaders and people of power in the society which affects their social participation and their active role. Based on the listed lessons and Initiate’s vision (Empowering Youth for safeguarded community) the project will aim at enhancing Social Measures to reduce conflict. The first level of intervention focuses on increasing the internal capacity of the organization’s staff who were already trained and have different skills and capacities which aligns with community’s needs. As internal organizational development of Initiate would strengthen the organization’s role in overseeing the target groups and be more responsive to their needs for the current trained group, and for future groups and partners. In particular, to institutionalize the concept of Leave No-One Behind (LNOB) in its approach and strategy. It also seeks to train the team based on needs identified through specialized trainings were an end outcome guiding manual and handbook to be produced and followed in overseeing the targeted social measures groups within this project and for future use as well. This means that staff will receive capacity-building trainings based on the internal assessment conducted at the beginning of the project. The second level of intervention will target established youth groups in the targeted communities, in order to bring them together. Youth groups that will work closely on exchanging knowledge, experiences and skills. The targeted groups would be receiving soft skills trainings on two levels; trainings provided by Initiate’s trained staff to increase social measures based on the produced guiding manual and handbook. The purpose is to build their capacities and empower them to assess the gabs and in-secured economic situation within their groups/ organization. As addressing gaps would ensure stability would enhance active participation in the society. The second level of trainings would be provided by Youth mentors we will coordinate with. Also, the youth groups will be meeting with beneficiaries targeted in initiatives under the previous project in an information sharing session on lessons learned and experiences. At last, on the third level of the project would be after the completion of the training cycle to implement the social participation measures (internal capacity building, economic support, etc.) suggested by the trained representatives of the groups to be supported by INITIATE either for internal capacity or implementation of a social measures. This project is to be considered as a pilot first phase for MESO-2, the project is to be implemented over the course of 15 months in which it includes 2 months of mapping preparatory phase for utilizing the existing community youth groups, including people with disabilities. In addition to setting an actual implementation work plan, M&E plan, and preparing reporting tools, and hiring staff as needed. The project is to be reviewed based on the reporting, evaluation, and lessons learned to enhance and make the needed changes after the project pilot phase is concluded. 2. Purpose of the Contract: The Media Consultant will provide a training on Media Production and Editing. 3. Tasks: 1. Encourage teamwork: Emphasize the importance of collaboration and effective communication within the team. 2. Stay updated: Keep the team informed about the latest trends, technologies, and techniques in media production. 3. Cinematography basics: Cover topics such as framing, composition, lighting, and camera movements to enhance visual storytelling. 7. Sound design: Explore the importance of sound in videos, including capturing high-quality audio, using music and sound effects effectively, and audio editing techniques. 8. Editing skills: Train the team on video editing software, techniques for seamless cuts, transitions, color correction, and adding graphics or text overlays. 6. Pre-production planning: Emphasize the significance of pre-production, including scriptwriting, storyboarding, location scouting, and creating shot lists. 7. Post-production workflows: Teach the team about organizing media files, efficient editing workflows, and exporting videos in various formats for different platforms. 8. Equipment and gear: Familiarize the team with different camera types, lenses, microphones, and other essential equipment for capturing high-quality footage. 9. How to do Live Streaming. 4. Mode of Payments • One Payment to be done upon receiving all the deliverables mentioned in the contract. 5. Timeframe: The contracting party is expected to provide his services in the period of Two Month. 6. Conditions and Management The contracts for all personnel are made by INITIATE according to its rules and regulations. The contractor will report to the Senior Program Manager. The Organization management retains the right to suspend payment on non-compliance of terms or in the event of poor-quality work. Terms of Reference Subject: Expert Consultant in Capacity Building and Liaison Coordination I. Background Information: The Community Organization for Development and Empowerment-TCODE-INITIATE is a Nongovernmental, nonprofit, youth-oriented organization based in Lebanon and dedicated to assisting vulnerable communities through youth inclusion and empowerment. While keeping youth at its focus of its mission, TCODE-INITIATE continually endeavors in creating comprehensive and inclusive programs aimed towards the empowerment of youth, and its concentric circles of influence. In the process of delivering its Mission TCODE-INITIATE aspires to keeping its status as a hub for youth allowing them to: access a safe space, and acquire knowledge and access to a network of social and political influencers enhancing their social participation in decision making processes. II. Purpose of the Contract: The incumbent’s main role will be to coordinate between LPDC, UNRWA and INITIATE on a strategy review to help grassroots voice out to UNRWA, and establish INITIATE as an intermediate channel, MESO, between MACRO and MICRO for information transmission. The consultant will support INITIATE team strategy review, especially with regard to the grassroots/rights strategy. The consultant will also steer the liaison unit and coordinate with various experts in the research field in line with the project’s strategy. The output will primarily be in the form of papers’ writing, identify the possible amendments in the structure and mandate INITIATE as MESO player. III. Tasks: The contractor is responsible for providing the following services: 1. Coordination: - Capacitate INITIATE on direct and indirect communication with LPDC and Macro actors, provide recommendations, and enhance coordination among them; - Capacitate INITIATE with the needed knowledge on the various tracks to help grassroots voice out to LPDC; - MESO to MACRO link: working with LPDC and UNRWA on the rights track. 2. Advocacy: - Support, between MESO and MACRO, advocating for the prioritization of the situation of the Palestinian refugees in Lebanon at the international outreach level; - Support, between MESO and MACRO, advocating for more transparency; - Liaise with LPDC to reach out to more decision makers such as institutional and governmental bodies, international organizations, among others; - Advocate for the joint LPDC-INITIATE MESO strategy on the rights track; - Support to increase awareness among Macro actors of the necessity to integrate voices of the micro level. 3. Strategy-building: - Work with INITIATE on their strategy review, amend the grassroots/rights strategy and provide recommendations, where needed, on the way forward. IV. Qualifications: Education/training: - Bachelor’s degree in political sciences, International Affairs or any other relevant field General professional experience: - Minimum 2 years of working experience in the humanitarian field and on Human Rights, - Previous working experience with UN Agencies, NGOs and INGOs is a must, - Previous working experience on Refugees’ context is a must. Specific professional experience: - Previous working experience during the regional events tackling the Palestinian refugees file in the MENA region; - 2 years of working experience with writing policies, reporting during diplomatic meetings and strategic planning. Language: - Fluency in English is a must, - Knowledge of other working languages is a plus.   1. Background Information on MESO:

The Community Organization for Development and Empowerment-TCODE-INITIATE is a Nongovernmental, nonprofit, youth-oriented organization based in Lebanon and dedicated to assisting vulnerable communities through youth inclusion and empowerment. While keeping youth at its focus of its mission, TCODE-INITIATE continually endeavors in creating comprehensive and inclusive programs aimed towards the empowerment of youth, and its concentric circles of influence. In the process of delivering its Mission, TCODE-INITIATE aspires to keeping its status as a hub for youth allowing them to: access a safe space, and acquire knowledge and access to a network of social and political influencers enhancing their social participation in decision making processes.   The ‘support to the national vaccination campaign 2022’ project, with cooperation with LPDC, UNDP and UNRWA will target the Palestinian population mainly residing in camps and gatherings in Lebanon and will aim to support in enhancing the healthcare services provided to the population mainly related to vaccination. The target areas are mainly Beirut, North, and South camps and gatherings with a possibility of expanding to Bekaa region if needed. Healthcare services and vaccination are provided at UNRWA health clinics distributed across the country. The project in collaboration with LPDC and UNDP is planning to rehabilitate four (4) UNRWA clinics to facilitate the access to vaccination and to improve the quality of services.   In this context, the project is in need of two (2) Interior Designers to design the layout of the 4 UNRWA clinics selected (Rashidiyeh/South Lebanon; Ein El Helwe/Saida; Burj Barajni/Beirut; Beddawi/North Lebanon). One Interior Designer will cover 2 clinics at Rashidiyeh Camp / Tyre and Ein El Helwe Camp/Saida while the other Interior Designer will cover the 2 remaining clinics at Burj Barajni Camp/ Beirut and Beddawi Camp/ North Lebanon.    
  1. Purpose of the Contract:
  The Interior Designers will design the architectural layout of the 4 clinics (2 clinics per designer).  
  1. Tasks:
  The Interior Designers will perform the following tasks:
  • Outline client design objectives.
  • Conceptualize and sketch design plans.
  • Set a timeline for the completion of an interior design project.
  • Source materials and products included in plans.
  • Create 3D renders to sample your design vision.
  • Utilize computer applications in the design process.
 
  1. Deliverables/Outputs
  The Interior Designers are expected to complete and submit all the deliverables specified in the table hereafter and within the time schedule below.

  1. Confidentiality:
  The contractor will not, without the prior written approval of Initiate, disclose to any person other than Initiate, any Confidential Information, including that which relates to this Agreement or the Services under this Agreement.   In giving written approval, Initiate may impose such terms and conditions, as it thinks fit.    
  1. Mode of Payments
  1st payment (100%):  upon delivery of 3D renders of the clinics.

  Interested candidates shall have the following qualifications:
  • University degree in Interior designing or Architecture.
  • Minimum 2 years of similar experience as interior designer or architect.
  • Knowledge of 3D rendering and designing tools and software.
