Stakeholder Mapping Website Development Consultants
1. Background
The “Strengthening MESO and MICRO Organizations and Influencers’ Capacity for Communication and Collaboration” project aims to enhance the capacity of MESO and MICRO level organizations and influencers to effectively advocate for Palestinian rights in Lebanon. A key component of this initiative is the development of a comprehensive Stakeholder Mapping website, which will serve as an online platform for accurate information dissemination, enhancing coordination and communication among stakeholders.
2. Objective
The purpose of this TOR is to engage qualified consultants to design, develop, and launch a Stakeholder Mapping website. This platform will host a comprehensive database of stakeholders, including community-level actors, influencers, facilities, and services provided by local NGOs. The website will provide accurate information, counter misinformation, and foster collaboration and advocacy for Palestinian rights.
3. Scope of Work
The consultants will be responsible for the following tasks:
1. Needs Assessment and Analysis
2. Website Design and Development
3. Database Integration and Content Management
4. Security and Data Protection
5. Testing and Quality Assurance
6. Launch and Training
7. Post-Launch Support
4. Deliverables
1. Needs assessment report outlining stakeholder and user requirements.
2. Fully functional Stakeholder Mapping website.
3. Comprehensive database integrated into the website.
4. Training sessions and user manuals for INITIATE staff.
5. Post-launch support and maintenance report.
5. Timeline
The total duration of the assignment is four months, with the following milestones:
– Needs assessment and analysis: Month 1
– Website design and development: Month 2
– Testing and quality assurance: Month 3
– Launch and training: Month 4
– Post-launch support: Ongoing for three months after launch
6. Qualifications and Experience
The ideal consultants should possess the following:
– Proven experience in website design and development, particularly for non-profit and advocacy-focused projects.
– Expertise in database integration and content management systems.
– Strong understanding of data security and privacy standards.
– Experience working with multilingual platforms.
– Excellent communication and training skills.
– Knowledge of the context and challenges facing Palestinian communities in Lebanon is an asset.
7. Application Process

8. Evaluation Criteria
Proposals will be evaluated based on:
– Technical expertise and relevant experience (40%)

– Knowledge of the context (10%)
